It works as advertised, and on top of that it's great for sharpening recessed details, and removing mold lines in places where files and sanding pads can't maneuver. As another review mentions, it's also a very quick and effective way to add a nice light-catching chamfer to small drilled holes like weapon barrels. I picked this up a couple years ago, and aside from re-situating and re-tightening, I don't think I've removed it from its handle even once. It's just that useful.

While originally I was going to use this with just scribeing, this became a big multi use tool of mine. No more needing to use a hobby knife to clean edges of sloppy painting and messing the plastic up, this is better and needs less skill to use. Its even good at separating parts if used with care. Everything this says it can do it does well and so much more!

Is it supposed to arrive dull?

I don't typically leave reviews for products, but this one stands out enough for me to do so. This is a surprisingly versatile tool, e.g., quite effective in removing mold lines on model car parts in a satisfying manner. (I initially purchased this for cleaning up inside scribed lines!)
