It says it works with acrylic paint - does this include lacquer acrylics (i.e. Mr. Color) or water based only (i.e. Mr Hobby Aqueous)

I would recommend only using this with solely, acrylic-based (water-based) paints and not lacquer acrylics.

I've seen something like this Advertised for water decals. Your description says nothing about this so, would it not work? Not very familiar with decals and trying to learn

It should work. I use something similar that I cobbled together using a tupperware container and a sponge for my decals, so no reason this would not work.

I don't imagine it's intended for that, but someone did rate it a 5 and said it's great for water decals. I imagine "It's not made for that, but your mileage my very and hey, it's creative to try." would be a good answer.
