When would you need this and what does it do?

It is used on the part where you place the waterslide decal. It adds more adhesion for the decal to stay on the part.

Is this basically the same exact thing as mr.mark setter?
Answer
They're the same thing in the sense that it helps adhere the decals/stickers to the surface, but HIQParts Decal Fixer can also help to prevent the 'silvering' (cloudy residue) of a decal.
