AFAIK no instructions come with these. Gotta refer to online images.

What adhesive have y’all been using? I’m using Mr. Cement deluxe and it won’t hold very well.
Answer
Plastic cement will not bond metal to plastic. Use CA or white glue.

Should these be put on while building or can they be put on after building?
Answer
Depends on what you want to do with them. If you're painting everything, it may be best to install parts during the build. If you want the bare metal finish, applying it after the build is fine.
