Is this strong enough to dissolve fully-cured lacquers? I've been using it since before I started painting my kits, so I'd never had to clean up panel lines applied over painted parts. It seems like sometimes it's fine and other times it will eat the paint (I use Mr Color/Gaia/Tamiya; all solvent-based) along with the liner, topcoat or no. Besides bare plastic, what exactly is this safe to use over?

A lacquer (and it must be lacquer/solvent-based), gloss topcoat before you begin panel lining will help with the capillary action and protect the plastic from cracking if you’ve already assembled the kit or just want to be extra cautious. Any sort of topcoat - water- or solvent-based; any finish - will work once it’s dried.
