What is a good thinning ratio for this, I noticed it is very thick out of the bottle?

1:1 with Mr. Hobby leveling thinner. Maybe a little more thinner if you're using a metallic. The leveling thinner really is a must though for mr. Hobby lacquers.

Can this work as a base coat or does it need a primer under it?

This is the same as Gaia's standard lacquer black, just in a bigger bottle. It is not marked as a primer.

What is a good thinner ratio for this paint and would Mr. Color thinner work well?

I go 1 part paint to 1.5 part thinner 1:1.5 ratio but ive gone 1:2 also for light coats., i use metallic master but Mr self lvl 400 is good.

You thin it to your preferred ratio (start with 50/50 and go up as needed) and paint it over a gloss black base coat

What is the proper application process for this paint? Is it pre-thinned?

Gaia Ex-Flat white is best airbrushed. This is not pre thinned. You can thin this by using a ration of 1:1-3 paint to thinner ration. I use a 1:2 ratio.
