short answer is Lacquer based, long answer is solvent based Acrylic Lacquer. MR Color is/can be confusing when they use the term acrylic in the description. you cannot use water to thin as with water-based acrylic.

Is this a basically a 1/100 hg kit?

It's a 1/100 No-Grade kit. Less sophisticated engineering than modern HGs. Comparable to older HGs from the early 2000's (limited articulation and wicked seam lines).
